mac how to change permission of pen drive

is there any way to change the permission in mac

It is formated NTFS, the Sharing & Permissions are "You can only read", so it cannot be shared between the two OS?

Since it's shared on both Macs and PCs, barring special circumstances, it's formatted as either FAT32, ExFAT, or NTFS. If it's formatted as FAT32 or ExFAT, it won't have an owner, group, or permissions, as the filesystem doesn't support them. If it's formatted as NTFS, it'll be read only on a Mac out of the box.
